Ajara is an Autonomous Republic within Georgia, founded in accordance with Karskiy treaty signed on the 13th of October, 1921.

The status of the Ajar Autonomous Republic was legalized by the Constitution of Independent Georgia in 1921.

The Constitutions of Georgia and of the Ajar Autonomous Republic guarantee the following fundamental human rights and freedoms:
  • the right to life;
  • the right to the free development of personality;
  • the freedom of speech;
  • the right to private property;
  • the right to unrestricted travel and to free choice of place of residence;
  • the right to found social organizations, trade unions and political unions;
  • the right to apply to court to defend one's own rights and freedoms;
  • the right to freedom of worship.
Other rights and freedoms in the spheres of political, social, legal and cultural life are also guaranteed.

By the initiative of the Chairman of the Supreme Council of the Ajar Autonomous Republic – Head of Autonomous Republic, the collection of the main UN documents in the field of protection of human rights was published. The main objective of the publication was the wide distribution of knowledge about human rights. It is the first edition of this kind on the post-Soviet territory. This book is issued in three languages: Georgian, Russian and English.

In the meantime the collection of documents in four languages adopted by the European Community and the European Council on the subject of human rights is being prepared.

According to the Constitution of the Republic, the highest representative body of state power is the Supreme Council of the Ajara Autonomous Republic, which is elected every 5 years. It is lead by the Chairman of the Supreme Council – Head of the Autonomous Republic , the supreme official of the Ajar Autonomous Republic. The head of the Republic is elected by a general, secret, direct vote for a period of 5 years.

The highest executive body is the Council of Ministers of the Ajar Autonomous Republic, which is formed by the Supreme Council which has the following body: the chairman, three first deputies and other deputies, as well as ministers and chairmen of state departments of the Ajar Autonomous Republic.

Justice in the Republic is enforced only by the courts. The Laws of Georgia and of the Ajar Autonomous Republic determine the organization and the order of activities in the courts of the Autonomous Republic.

The courts of Ajar Autonomous Republic are the Supreme Court, municipal and regional courts.

In accordance with the law of Georgia «On general courts», the Council of Justice of Ajara is founded, and is the consultative body of the Supreme Council of the Ajar Autonomous Republic.

Juridical power is independent of the other branches of state power. A judge has the status of inviolability.

In the Ajar Autonomous Republic, questions of local importance are under the jurisdiction of local autonomous bodies without violation of state sovereignty.

The Representative local autonomous bodies are sacrebulo; the executive local autonomous bodies are city halls.

The State Emblem of the Union
Mountain eagle is the symbol of freedom, reason, mightiness and constant vigil. He, who is the reliable guard of the country, looks proudly and confidently with his keen eyes into the boundless space, with his spread strong wings, which are the symbol of eternity and overall revival, he supports the life-giving Sun. The olive branches is the symbol of peace.

Flag
The flag of the union is four-cornered in shape. Its colour is blue. It is the sym-bol of a sea country. In the upper left-hand corner of the flag on the background of cloudless blue sky there are twelve shining golden seven-pointed stars symbolising the unity of the historical parts of Georgia and of the regional structure of the state. The main idea represented by the flag is the revival of the regions and of the industrious mighty democratic state.
